Background of the organization: 

Global Perspective is a local NGO active in community development in Kosovo. GPDC’s approach to sustainable social and moral development includes training, capacity building, education, awareness raising, integration and reconciliation. The current target group of GPDC’s activities is youth - the largest and most promising segment of the population in Kosovo. The Programme for Youth Development consists of several projects: the Stop & Act, the Global Motion and Value-Based Leadership. For the implementation of these projects, Global Perspective cooperates with a number of other non-governmental, municipal and governmental institutions as well as with major international agencies such as UNICEF, GTZ, OSCE, UNDP, UNMIK and others. The scope of GPDC’s activities are Kosovo-wide and include beneficiaries from all ethnic communities. The current staff of Global Perspective amount to roughly 20 officers and its current total annual budget estimates around half a million euro.

 

Responsibilities 

The Executive Director will be directly responsible to Global Perspective’s Board of Directors, will collaborate and consult closely with the entire GPDC team, and will have the following duties: 

  1. Implementing the vision and objectives of the organization and devising appropriate strategies and lines of action for its overall work.
  2. Setting the principles and policies governing the organization, deciding on its internal structures and coordinating the organization’s development.
  3. Acting on behalf of the organization and binding the organization to agreements.
  4. Dealing with major institutions such as government and donors,
  5. Representing officially the organization and maintaining relations with other agencies, NGOs, the media and the general public.
  6. Designing and/or approving all the new projects of Global Perspective and monitoring their proper implementation.
  7. Mobilizing financial and human resources for Global Perspective and its projects.
  8. Managing the operations, administration and office functions of Global Perspective.
  9. Monitoring Global Perspective finances, budgets and reports and approving all the expenses made by the organization.
  10. Overall monitoring of Global Perspective’s human resources and supervising in particular the work of the project managers and the central operations officers.
  11. Regularly reporting to the Board of Directors and advisors about the progress of Global Perspective’s operations and projects.
  12. Taking any major decision concerning the organizations functioning on a daily basis.

 

Requirements: 

  1. University degree ( possibly in social sciences, management, development, sociology, communication, cultural studies, education, etc.).
  2. Proven managerial experience, ability to plan and execute large projects, handling heavy responsibilities and having clear forward thinking and analytical skills.
  3. Experience with NGO functioning and management of development programmes. 
  4. Proven experience in the youth sector and in youth development.
  5. Experience with dealing with government and municipal structures, international agencies, NGOs and civil society groups.
  6. Cultural sensitivity and previous experience in Kosovo, the Balkans, other developing or post-conflict countries.
  7. Excellent spoken and written English. Local languages (Albanian and Serbian) would be a definite plus.
  8. Good writing skills, reporting skills and computer knowledge.
  9. Ability to lead a team, motivate others, delegate work, supervise and support other staff in their functions.
  10. Excellent public relations skills – ability to negotiate, consult and deal with a variety of different individual and agencies on both governmental and non-governmental level both local and international.
  11. Strong fund-raising, partnership and networking skills.
  12. Capacity to work at a high pace and under time pressure, as well as resistance to stress, good time management and organizational skills. Ability to handle multiple tasks and meet deadlines.
  13. Independent, self-motivated, creative, resourceful and with initiative.
  14. Interest in the human and social development field and commitment to its cause.
